It's the same reason why some states have no death penalty, while others sentence criminals to death with boring regularity. It's also the same reason why euthanasia and self-defense laws vary from state to state.
Personally, I think the right-to-life movement has been pursuing an ineffective approach for years. And that goes even more so for political dopes like Mike Pence.
