I have come to the same conclusion. The object of terrorism would be to create terror, and such a method of attack would work well. Also very hard to trace to it's source unless a designer version.

Since you are interested I will explain further. The Wall Street Journal and a few other conservative journals published info about it. A few Afghans did escape and tell the world what was happening. The Russians signed a big treaty with us in 75 outlawing biological/chemical weapons as well as all research on such things. But in the years afterwards they did tremendous development and production of many types of such weapons. Once they had an explosion at a factory, killed over 1,000 people.
In Afghanistan circa 1980-1986 the Russians had teams of soldiers who dressed in white space suits. They came into villages and killed everyone. They tested 7 types of weapons to see how well they worked. Sometimes they'd put liquid into the well for the village and thus kill everyone. Sometimes they'd spray a gas into the air. The people would generally die within 24 hours, very agonizing deaths. It is thought that the Russians killed one million Afghans during their war effort with the majority being killed by these biological weapons.
The American media didn't report this fantastic and huge story to the Americans because the Russians were communist at the time and it is of course unseemly to appear to be anti-communist among their social circles. As a result the popular mind in America has been largely blinded to the very real threat of biological weapons to our nation.
