No, that's called temptation. If that same individual became sexually aroused at the thought of being intimate with his sister, would you classify him as 'incestuous' even if he never followed through on this wicked thought?
Personally, I don't define myself based on my occasional impure thoughts. The problem with folks today is that they've been convinced that their impure thoughts are actually their true inner selves begging to come out. That is a lie spread by the Father of Lies. Thus, the spiral of degenerate sexual practices will not end until they have reached the utter depths of depravity. It's happening before our very eyes.
