As near as I can tell from the article, this is basically a gay dating service.
I don't know whether or not it is taxpayer funded (but it would surprise me). However, their web site says that "FLIC is a United Way agency."
Of course, the Ithaca United Way is NOT so generous with the local boy scouts .
