Setting the stage for a bitter budget fight, Assembly Republicans blocked passage Thursday of legislation billed as an important cog in solving the state's $23.6 billion shortfall.
Republicans said they did not object philosophically to the proposal, SB 1830, but felt slighted in negotiations and wanted concessions.
