In good times and bad, Popes have never been free to appoint their Bishops. Prior to the 20th century, they had to accommodate secular rulers in the bishoprics' countries. Now they have to accommodate various internal institutional special interests.
A Pope should open a special Seminary for Bishops. They should not accept anyone who is angling for admission. The Pope should have agents out throughout the world looking, not only for devout believers, but for men who demonstrate the fortitude to stand up to the incredibly crushing pressure Bishops have to bear.

In other words, the Pope needs to keep any potential Bishops very close to him, virtually living with him for years, to closely observe them and weed out any unqualified candidates.

No one is saying anything about knowing days and hours.
We do know that we are almost a year into Revelation Chapter 12. We know that the Fig Tree is back in the Land and budding. We know that Damascus is almost a ruinous heap. We know that the Ezekiel 38 consortium of nations is almost complete. Socially, it sure seems like the days of Noah and days of Lot. By almost anyone’s count, it has been about 6000 years since Adam and Eve. A couple of more months, and President Trump will have everyone saying “peace and security”. Given the number of Bible verses and conde s that fit him, President Trump could very well be “the Trump of God”.

An archbishop is the bishop of a "metropolitan see," which has lesser dependent sees called "suffragans". A metropolitan see generally belongs to a major city where a lot of Catholics live ... St. Louis, Philadelphia, etc.

The Pope appoints them. Some sees generally are expected to have their bishops raised to the rank of Cardinal, e.g., it was considered odd and irregular when PF did not name Chaput of Philly a cardinal but did name Bad Tobin of Newark one. Newark has not traditionally been a cardinalatial see, while Philly has been.

Before we go there, I think we need to address the issue that PF is apparently circumventing the system put in place and developed over centuries, in order to put his allies in positions of power, especially in the College of Cardinals.
