If Powell wanted to be President he would have run in 1996 or 2000. He was the only Republican in 1996 who polled ahead of Clinton.

I don't think Colin Powell will run for president - his wife will not let him. She hates the idea and he's not too keen on it either.

I'd take the bet if it was 10X as much. There's no way he'll run for President. He's a soldier, and a darn good one. Not a politician. He's not the type to jet from one city to another day after day raising money. He's been a good SoS and I think he's ready to leave Washington to get back to his family. He's not going to be back in public life unless it's something minor and/or ceremonial. Ambassador, maybe.
But Prez? Never.
