I could swear that the right to massage horses was somewhere in the First Amendment.... Well one judge has found that underage stripping is a protected first amendment right, so why not.

The nanny state run wild! The state regulates massaging animals!!! Abolish that regulation and fire the five bureacrats who were hired to enforce it. (I’m assuming typical gov’t inefficiency here.)

Massage could make sense for a working animal. They can suffer from the same types of aches and pains humans have.
