Wouldn’t he have to have committed the acts under U.S. Jurisdiction to be liable? If some foreigner does something in another country what rights does U.S. Law Enforcement have anyway?

Think of it like receiving stolen good. The Pfc stole the documents from a diplomatic bag which is literally US SOVEREIGN PROPERTY. Like stealing from the White House then this guy takes possession of what he knows are classified and sensitive materials. Not only is that conversion (theft) it's a literal attack against our interests and security. It may result in folks losing their lives. What do we do to those folks overseas who cause our friends and our personnel to die? We send a Predator and a HELLFIRE to communicate our displeasure.
