True, now highway improvement projects can take years. Near San Antonio, we've watched the same stretches of highways under "improvement" take over 20 years. We've gotten so used to it that we now look at miles of orange cones and concrete barricades as part of the "improvements".
Now how’d they do that without $1 Billion in foreign aid from the U.S. ?

When the big earthquake hit the Los Angelos area and the government waived environmental impact studies, the roads were repaired in about 1/4 the time estimated on an already rushed schedule.
Environmental impact studies are a waste of time and money.

Here it takes 4 years just to get through the mandated environmental impact studies.

The picture on the right looks like it was taken about a half mile short of the picture on the left, and the bottom picture doesn’t seem to be near either area.
