Well, Bill Clinton pardoned Marc Rich and Bill Clinton was impeached.
Of course, not in that order...but the Republicans in Congress in 1998 had the incredible foresight to realize that he would pardon Rich later.

Trump can be impeached for Jay Walking. All is needed is a vote by the House of Representatives with the appropriate article of impeachment followed by a trial in the Senate who can convict him and remove him from office. I doubt that this wackadoodle together with Maxine Waters will get the requisite votes to proceed.
