The mugger tried. That’s why Seth’s leather watchband was torn and his wrist bruised. Seth resisted, and got shot. Then the shooter ran, leaving him alive, which no hit man does. You don’t get paid if your target survives, and yet you have already taken all the risks. Which is why the shooter would have finished the job for sure if it was a hit.
