Hard to label it negligent, when she conspired to evade government scrutiny of her activities.
What about wiping hard drives, and smashing phones? Destruction of government property is a felony, and cause for termination, in any other government job.
Quibble -- that's really the premise of the headline, even if it is spun a little -- Comey never bothered to look for exonerating evidence, he just exonerated her.

I agree with everything in your video.
Clearly lays out her crimes.
So, why isn’t she in prison?
It’s not from a lack of evidence.
It’s from a lack of will.
Our nation doesn’t have the will to prosecute her for the crimes you’ve mentioned.
The Democrats have put out the subtle message that any attempt to prosecute Hillary for these crimes will result in a political bloodbath.
They have frightened the Republicans and that is who would have to go after her.
She’s been walking around free for years.
She’s an old woman.
Everyone is just stalling hoping that she’ll have a stroke or die.
That would mean that she got away with it.
I think that she should get politely prosecuted for negligence.
Easy to prove.
Just a few months prison time and maybe some fines.
But she goes to prison.
Once that happens, her air of invincibility is done.
Her threats don’t carry much weight.
Her empire crumbles.
I think Hillary Clinton should have spent AT LEAST the last several years in prison with a lifetime of prison left in front of her.
That just hasn’t happened.
You have to go with what you can get.
