The journalist class is largely innumerate. They prove this regularly.

The whole article is a journalism-math train wreck. 10% sample of 364,000 = 36,400 people. The article says 50% of the sample tested positive (testing positive requires “having been infected”). That would be 18,200. “They also discovered that 1,600 people have been infected with Covid-19 since the start of the outbreak.” 1,600/36,400 = 4.4%.
