There are also fines and jail time for any criminals who resist the Governor's will.

Asymptotic. If by "near zero" you mean a few hundred a day, then yes. In a bad flu year there are 1,000 flu deaths a day at the peak. The peak for this virus was a little over 2,000. However the slowing of the spread means the cases and deaths will linger longer.

180,000 / 330,000,000 = 0.00054, or 54.5 per 100,000
CDC top three causes of death per 100,000 are:
Heart Disease, 163.6
Cancer, 149.1
Accidents, 48
And the 180,000 number is only an estimate. The Kung Flu is as dangerous as an deadly accident, less dangerous than cancer.

Yes it could lower the odds of catching and dying from the virus.
That thin mask might be only 60% effective, but that is better then none if you are walking through a store with lots of people infected by the virus. There is no mask that is 100% effective unless you wear a full bio suit.
If there was a lottery with 60% chance of winning a million dollars would you buy a ticket for a dollar?
Note: One point left out on the death part, the death rate is very low for people under 60 without medical conditions. You are not going to die from the virus unless you have something wrong from you.
That only holds true if the virus hangs around until you get older and develop old person issues.
While we're at it criminal charges are in order.
