This suggests that the electorate and state politicians of Wisconsin don't want to upset their Pecksniffian consciences by legalizing and properly applying the death penalty, but instead they prefer to look the other way and to allow granny murderers and pedophile rapists to be murdered by their fellow murderers and other hard-core prison mates.
