If they were never creased, then they were never mailed. That means they were never issued to - or cast by - ANY registered voter, live or dead.

I wonder how many were from first time/infrequent voters. Lists of voters and voter histories are available. It wouldn’t be too hard to print out ballots for people they know will not be showing up to vote.
