Sure they can! If their role in prison is (for example) guard... chaplain... warden...

I didn’t say “prisoners”, I said “prison personalities”. ;-)

Rikers is a jail not a prison. People in jail in nys have a right to vote. Heck they changed the law in nys now felons released have the right to vote.
