Calif. Governor Signs Landmark Auto Emissions Law

— LOS ANGELES (Reuters) - California Gov. Gray Davis Monday signed a landmark bill making the state the first in the nation to regulate the vehicle greenhouse gas emissions scientists say contribute to global warming.

The legislation, which has been fiercely opposed by the auto industry, requires the California Air Resources Board to adopt regulations that would achieve "the maximum feasible reduction" in emissions of greenhouse gases, including carbon dioxide, emitted by cars and light-duty trucks, the category that includes sport utility vehicles.

The regulations, which should be completed by 2005, would not take effect until Jan. 1, 2006. The amended version of the new law also gives automakers until 2009 to come up with technological changes or modifications to comply with the new standards.

With California making up some 10 percent of the national auto market, state officials say the new legislation could become a national model and will push auto makers to devise new ways to make cars and trucks run cleaner.

Auto industry groups have criticized the law, which they say will bring almost no environmental benefits while penalizing California drivers of light trucks and SUVs, which now account for some 47 percent of passenger vehicles sold in the state.

They came for our SUV's I didn't speak out. They came for our lawnmowers and our barbecues yet still I said nothing. Then they took away the cows and the other farm animals and still I was silent.

Oh how true! No one wants to look stupid sticking up for those old puking SUV's.

Its time to fight back, take no prisoners, this is war, call the CIA, Cal are you out there anywhere, its us the ones who wouldn't speak out until all are rights have vanished. Just thank about it, it took a used car salesman to get my attention to some how put a stop on this absurb bill.

because you have to burn something to produce that electricity stored in those batteries.

Not a true statement.

For those who live elsewhere: The greater Los Angeles area is home to the national U.S. HQ of several leading auto manufacturers, including Toyota, Nissan and Honda, among others. (I work at Nissan national HQ.) The Ports of Los Angeles and San Francisco are among the leading ports of entry for imported vehicles into the U.S. Between the manufacturers, dealerships, vehicle transportation companies, and other support industries, the auto industry is one of the leading employers in California.

The bill Davis just signed has the potential to essentially kill the auto industry in this state. It gives sweeping, virtually carte blanche, regulatory powers to the Air Resources Board, which has already proposed a 2-cents-a-mile tax per year on every motorist, and huge surcharges on SUV's and other larger passenger vehicles. The 2-cents-a-miles would be assessed when we go get our smog check, and would be based on the odometer reading. The potential damage to the state's economy cannot be overstated. And such a tax would hit lower-income people the hardest (Dems always claim they are for the little people, but never live up to that claim). By the way, notice that this law does not take effect until Jan. 1006, when a 2nd Davis term will be up. The Dems are also gutless wonders. But as always, the news media have done a sterling job of covering up for Davis and the Dems on the impact of this incredibly important bill.

And by the way, all you Simon apologists out there: he has been NOWHERE TO BE FOUND on this bill. So far in this campaign, he has shown ZERO leadership, ZERO guts, and ZERO understanding of what it takes to be elected. If he wins, and that's a very big if, it will be by sheer blind luck, not because he did anything to earn anyone's vote.

Ok. You caught me. In my haste to make fun of this stupid idea, I misspoke.

How's this:
For all practical purposes you have to burn something to produce that electricity stored in those batteries.

I have lived "off the grid." I know all about solar and wind. I wish the technology were truly available, but the reality of it is that it's not. Do you have any idea how many solar panels it would take to get enough power to get the average commuter to and from work every day?

Every time I think I have reached the limit on observing human stupidity I say to myself "They cant get any stupider than this"... and then something like this happens.
I think we gotta start grading stupidity on a logarithmic scale so that we can keep up with the down trend.

Thanks for the info, I wondered how this would be assessed.

This measure and how it was passed disgusts me. Simon should come out swinging, informing the sheeple of the impact this bill will have and the clandestine way in which it was passed. Is there anyone in the Repbulican party with a backbone and cajones to speak out????

Re writing the bill where the legislature has to pass on any regulations is a scam!

These are the same people that passed the bill, they will just implement everything that was in the origional bill one item at a time.

We need an initiative petition NOW!

You forgot nuclear, which doesn't produce greenhouse gases. Oh, wait, this is California, so nuclear is right out . . .

Forgive me, everyone, for the typos in my Post #23. I was at work and had to post it quickly. Correction: 1006 should be 2006. Davis made sure this bill would take effect at the conclusion of his 2nd term, should he win reelection. The Dems who infest our legislature also made sure they didn't have to make the really nasty decisions, because the bill (now a law) basically gives carte blanche to the Air Resources Board, which will make all the detailed decisions. That Board, of course, is packed with Davis and hard-Left cronies.

As for the question of whether or not there are any Republicans with cajones, the answer is 'yes.' But Simon has not shown himself to be one of them, in my opinion. In addition, Republicans simply do not have any power in our legislature, which is very heavily populated (infested) with hard-Left Dems.

The rest of the nation should focus on my state (Kalifornia) and make note of what WILL happen with no obstacles in the State Assembly or State Senate........do the words "Run Roughshod" ring a bell?

To make it worse, Simon has not a "Chinaman's Chance" (Kalifornia lingo) in the upcoming election.........Greyout is a lock.

They came for our SUV's I didn't speak out.

The feds did this over 25 years ago, I don't see anyone complaining about CAFE standards. Just a little more of the camel in the tent.

IOW, they'll pass a law making it illegal for businesses to go out of business.

Not a problem, the business owners can simply disappear until sanity prevails again. Ever read Atlas Shrugged? :)

The economics of small scale power generation for living off grid make it impractical for anyone but the hobbiest. Large scale wind is growing at about 5 gw of installed power per year and the cost is right there with coal, nuclear and natural gas fired plants given the PTC.

It's still interesting to me that you lived off grid though. I think that makes you Rush's mortal enemy. ;-D

But there certainly are a lot of levels of emission reduction from full sized SUV to get 1 person to work to a solar panel charged electric car that are pretty easy to accomplish.
