Senate Bill 1171: Children's Bill of Rights

Author: Sen. Solomon

Summary: This bill codifies significant portions of the U.N. Convention on the Rights of the Child into Arizona law.

Status: Passed Senate Family Services Committee, 3-2. In Senate Rules Committee.

Action Requested: Please pass this information on to other home schoolers. HSLDA and Arizonans for Home Education (AFHE) are negotiating with Senate leadership to see if this bill can be quietly laid to rest.

HSLDA's Position: This bill must be killed at any cost.

House Bill 2440: Home School Pupils: Testing, Reporting

Author: Linda Lopez

Summary: Under current law, home schoolers are exempt from testing. This bill would remove that exemption and replace it with a requirement that home schoolers be tested.

Status: This bill is currently in the following House Committees: Education, Retirement and Government Operations, Appropriations, and Rules.

I was told several weeks ago that the Homeschooling bill would be DOA but have yet to hear if that is what actually happened. On the Children's Rights Bill, this is the first I have heard of this. I just happened to find it at HSLDA's website.

Here's the text of the bill. Portions of which are designed to sound innocuous but which could, in effect, pit child against parent.

AN ACT

AMENDING TITLE 8, CHAPTER 5, ARTICLE 1, ARIZONA REVISED STATUTES, BY ADDING SECTION 8-525; RELATING TO CHILDREN.

I'm from NC, but have followed the UN's pushing of this agenda for quite some time. (TEXT OF BILL BEGINS ON NEXT PAGE)

Be it enacted by the Legislature of the State of Arizona:

Section 1. Title 8, chapter 5, article 1, Arizona Revised Statutes, is amended by adding section 8-525, to read:

8-525. Rights of children

EACH CHILD HAS THE RIGHT TO:

1. LIVE IN A SAFE, HEALTHY AND COMFORTABLE HOME WHERE THE CHILD IS TREATED WITH RESPECT.

2. BE FREE FROM PHYSICAL, SEXUAL OR MENTAL ABUSE.

3. RECEIVE ADEQUATE AND HEALTHY FOOD, ADEQUATE CLOTHING AND REASONABLE SHELTER ACCOMMODATIONS.

4. RECEIVE APPROPRIATE MEDICAL, DENTAL AND MENTAL HEALTH CARE.

5. BE FREE FROM THE ADMINISTRATION OF MEDICATION OR CHEMICAL SUBSTANCES UNLESS AUTHORIZED BY A LICENSED MEDICAL PRACTITIONER.

6. CONTACT SOCIAL WORKERS, ATTORNEYS, PROVIDERS, ADVOCATES AND PROBATION OFFICERS AS NECESSARY.

7. CONTACT AND VISIT FAMILY MEMBERS AS NECESSARY, INCLUDING SIBLINGS AND OTHER RELATIVES AND UNLESS PROHIBITED BY COURT ORDER.

8. NOT BE LOCKED IN ANY ROOM, BUILDING OR FACILITY WITHOUT CLINICAL OR LEGAL AUTHORIZATION.

9. A FREE, APPROPRIATE AND EQUAL PUBLIC EDUCATION, TO ATTEND SCHOOL AND PARTICIPATE IN EXTRACURRICULAR, CULTURAL AND NEIGHBORHOOD ACTIVITIES.

10. HUMANE AND DIGNIFIED TREATMENT WITH FULL RESPECT FOR THE CHILD'S PERSONAL DIGNITY AND APPROPRIATE RIGHT TO PRIVACY.

11. PARTICIPATE IN DECISIONS AFFECTING THE CHILD'S LIFE.

12. KINSHIP AND IDENTITY AND TO KNOW THE CHILD'S HISTORY AND HERITAGE.

I'm sorry about the formatting mistake. I meant to put the part about being from NC at the END of the article.

U.N. Convention on the Rights of the Child

Scary stuff. It is written to sound good in order to make any criticism difficult but the implications are dangerous.

Nowhere in this list does it mention Mom & Dad.

They're obsolete. It takes a Socialist village to program a child.

Guys, And yet, the "authorities" say that PARENTS are "responsible" for what their children do. This bill removes ALL authority from parents, and WILL result in the necessity for further control by the state over "their" children. This is the means to insure chaos that the state will be forced to rectify in the future. The time proven Destruction and "Renewal" policies of tyrants throught history. Peace and love, George.

I've spoken to at least one of the committee chairmen who will have to approve the Home School testing bill. I've been assured that the bill will never make it out of her committee and she has assurances that it wouldn't make it out of the other committees too.

I don't know that status of the other bill that would codify the socialistic UN rights of the child into Arizona law - I guess I need to do some checking to make sure that one is dead too.

There was one good bill - HB2168 - which would have required, to only a small extent, CPS to actually follow the law. HB2168 was to make them report actual, criminal child abuse to law enforcement within 24 hours instead of holding it over the parents heads, etc. The infamous and very idiotic "strike everything" monster consumed this beneficial bill and turned it into something about sentencing committees.

You have to daily check the Arizona legislature website to see if a bill you're supporting or opposing has been hit with the "strike everything" and morphed into something completely different. More than once, I've embarassed myself by contacting my representatives asking for their support on a bill that had already been changed. I absolutely HATE the "strike everything" crap that Arizona routinely pulls. It disenfranchises and frustrates the citizens because they never know what bill to support or not. And politicians wonder why they are so hated by the general public...

Yes, I have heard from two House members that said just what you had said about the testing bill. My senator just told me that he thought the "rights" bill was a no go.

"Scary stuff," indeed.

I just read an excellent essay by Alan Caruba on the historical roots of our national educational decline. I recommend it for your study:

Good link. All should read it.
I read the book "The Truth About Outcome Based Education." It explaned the push behind the social experiment by the Clinton Administration. Bill was actually on the committee when he was a Gov. Bill had a great deal of involvemrnt in the "creation of universal citizens."

I ordered Isybert's book three years ago and have been trying to get others to read it. I could not put the 'tome' down, it is fascinating and scary as hell. Our teachers are being taught John Dewey's social engineering today; go to 'google' and pull up John Dewey, it is amazing how many of our educators think that man hung the moon.

Dewey said he did not believe children in grades 1 - 3 needed to learn anything but social behavior! Reading, writing etc. could come later. Folks, this country is in deep ca-ca as we have not educated our children; we a graduating virtual dolts from high school and college; we have pushed the Social Worker by the thousands into the work place to further confuse people. America is being systematically socialized and the saddest thing of all IS THAT THEY DON'T KNOW IT!

It looks like SB1171 sailed through the Family Services committee. Not a single person appeared in opposition to the bill (see the minutes. I'm not sure what happens in case of a tie, but there are 3 Democrats on the committee and they voted for it and the other 3 members of the committee are Republican. 2 of the Republicans voted against the bill, but the 3rd Republican cast no vote although she was present.

Now, we've got to hope that it doesn't make it out of the Rules committee. If there's any FReepers in the Phoenix area who would be willing to appear before the committee in opposition to the bill, I urge you to do so.

Are you a member of the Arizona FR Chapter? If so, could you post an Action Alert regarding this with the date?

I saw no interest from them when I posted background opposing the City SMART GROWTH/Prop. 100 Election. From what I've seen, Arizona Freepers like to rub elbows with their favorite candidates and name-drop. With this new format, it's "I saw Grant yesterday.." and "I talked to Matt and..." messages at the top of the LATEST POSTS page each day. I finally deleted all my posts there.

I would like to appear at the public hearing, although I don't know the procedure. Would I need to write a speech? lol, I'm Irish and can be very long winded, if need be!!!!
