Ratner is from the Cleveland Forest City Group family that owns the Key Tower that they lit up for the Queer Games last year. I think they own The Old Gray Streetwalker’s headquarters in NYC, also.

It was unclear what activity Trump was referring to that should have landed Rattner in jail.

Looks pretty clear to me:

In 2010, Rattner did pay $10 million in fines when he settled with the New York state attorney general for his alleged involvement in a pension fund scheme. At that time, Rattner escaped jail time whereas some others who were involved in the same scheme, such as former New York comptroller Alan Hevesi, did not....
