To quote a line from THE MAN WHO SHOT LIBERTY VALANCE, “When the legend becomes fact you pint the legend.”
In this case they are trying to make the “legend in their own minds” become the fact.
That said, the burden of proof in those cases is even higher than what the Grand Jury was dealing with. So, this statement is just to appease his race-hustler posse. Just like the Zimmerman investigation they promised.
The AG of Missouri should have him arrested and charge him with obstruction of justice.

They seem to have left out the words “who are trying to kill them” after “civilians”, but I’m sure it was just an innocent error.
Because otherwise, I’d have to assume it was an act of blatant stupidity.
