I don't think I have ever seen a building burn this fast. This is a misrepresentation. It appears that the building was fully involved just prior to the "breakout" that we see in the video. Still, it's really something ...

Looks like it had been smoldering and heating for a while before the video started.
When the oxygen hit the heated gas flowing up it all went up into flames. The heat
most likely broke the lower windows where the original fire was and that gave fuel
to the flash fires upward.
No building material can flash that fast without major heat and flammable
gasses created by smoldering. Firefighters all know this and there's
been several movies about this very same topic. (Flashover)

I was just thinking of chlorine trifluoride earlier tonight. “Things I won’t work with” (blog). Burns concrete just as well as it burns wood.
