The article does not specify. I would surmise that they lump BOTH together.
California probably has mostly illegals working in agriculture while place that have software developers and college professors are LEGAL migrants or those with working visas.

I doubt that illegal aliens are teaching college in Maine.
This is true in GA. Mostly its construction and construction related position. The jobs Americans just won’t do. Riiight.

Based on what I observe, many of them were graduate students (Masters and Ph.D.) from foreign countries ( e.g. China, India ) and then after graduation, were hired by colleges to teach in their fields of expertise.
I see a lot of them in New York.

Nurses are a little different.
I know TONS of nurses from say, the Philippines, who graduated from their nursing colleges, took the nursing exams in the USA, PASSED, and were HIRED by hospitals to fill their nursing shortages ( and nope, I don’t see them being under-paid either ).
Just come to New York and New Jersey and visit the hospitals here. You will see lots of immigrant nurses.
By “college teachers” they mean “jihad indoctrinators”.
