Man, you must be a ground pounder.
I'd pay double to ride in that seat.
No two clouds are the same, and they're all beautiful from the air.
Now, practical downsides:
1) That's a lot of additional drag (assuming more than one set of bubble seats) for aircraft that use computers to load only the fuel they need (plus reserves) to make a trip.
2) Since airliners almost always fly above the weather these seat would always be in the sunshine. Unbearable heat and sunburn would be issues (spoken as one who flies under a canopy - and uses a retractable shade).

I don’t think there would be much drag... the airflow over the streamlined dome [since air has to travel more distance to go over the dome than if it weren’t there and is therefore ‘thinner’ in that area] would create a lower pressure area “sucking the plane upward.” Now, if it were a ball turret on the bottom, that’s a different story, you want high pressure on the bottom surfaces to push them upward.
That’s why those AWACS planes with the giant round radar on top that don’t look logical actually fly well- the contraption is neutral, its upper and lower surfaces neutralize each other.
