I didn’t get the impression from the letter that the guy was being intentionally impolite, abusive, or threatening. It sounds like it is his job to seek out stuff in the area that could screw up their hybrid whatchamajigger, and he’s just doing that. I don’t see any demands in that letter, and the underlining of the word “voluntary” seems like his effort to avoid seeming like he is demanding anything.
All you have to do is say “no - I like my plants”. That’s it. No need for getting bent out of shape unless they do something more severe, or unless there is more to this than is seen in the letter. Or, if you don’t give a damn about the sunflowers on your property, you could offer to sell them to the company for some outrageous price, like $1,000 per plant or something.
It’s funny how someone’s pain in the *as day also resembles mine when that happens! TGIF. ; )

I’ve had a busy day. Lots of housework and cooking.
I made a big pot of Marinara, some navy bean soup and I get to frost my chocolate anisette 3 layer cake later.
It is 183 degrees today in Houston, so the Day of Ragers wisely skipped our Bayou city as far as I know. They all supposedly will be in the MUCH COOLER Austin, for raging, per reports.
Austin is much cooler than Houston, ask anybody.
I had a Day of Age, got thrashed at the gym after work, retreated home to a smoothie and smoked salmon for dinner, now just chilling in the A/C at home.
