I've added a "Welcome Back" and "You have already Voted" code (php)that I need a couple of you guys to hit. I use ip address to limit voting, so I can only test once by myself

You can use proxies to hit your site with different IP addresses.
Google online proxy servers.

Done. Worked as expected.
Your code allowed me to vote more than once, and I didn’t even leave the page, let alone proxy out and back.
