FINALLY I get why the FReeper mailed the text in a column the way he did - it’s recreated in the OP..
He stacked the text to call my attention to the way the file is named RTM and told me that the White House letterhead was face down. Given my excitement re the prior news Re Obama retains counsel, I mushed it together and couldn’t find it in the memo, and just assumed it was me. Well it was me in that it was my misunderstanding a kindly FReepers post!

The secret message is actually in the micro dots seen in the reflection on the pen. Of course, you have to have access to the secret decoder ring to get the true meaning encoded in the dots. There may also, in the reflection on the pen, be a further message written in Viking runes which I have not yet deciphered. ;-)
People with OCD are good with puzzles, tests, programming...etc
I have pretty serious OCD, I count everything, TWICE..lol
Just a thought—could be wrong—but Q is in the WH, not some Energy Dept nerd with Q clearance.
