The dress is opaque with a sheer layer on top. Look at the photos on this thread of this girl’s home. I doubt her family has the resources to suddenly come up with an appropriate wardrobe for the G8 summit. Those who have traveled this part of the word would know that this girl probably doesn’t own more than one dress, if that, and I’m guessing this one is borrowed.
She’s not dressed in business attire, but this is probably the closest she could find. It is not particularly revealing- just a bit too dressy for the occasion.

Maybe Papa shoul not be sending his teenage daughter off in flimsy dresses to consort with world leaders as if she was their political equal and they would be interested in her mind.
That said, Mr obama and Sarkozy acted like teenage horndogs.
Need a pretty good sized box to contain those ears. To be really fair though, I have always enjoyed the back end of women whether I was married or not. Would I have to stop if I became president? I don’t think so.
