Why is this such an issue? All that is required to prove or disprove this nutball theory is for someone to take a jet up to altitude where they are “releasing the chemicals” and take a sample.

This IS true. DiHydrogen Monoxide is responsible for more deaths than any other compound known to man. Especially dangerous to sailors, who seem to have a higher exposure rate as a group.
