Former governor of New York George Pataki visited the Washington Auto Show today and set an ambitious target during the morning's opening plenary session. How ambitious? Um, he called for electric vehicles (EVs) to grow to 40 percent of the new vehicle market by 2020.

If is talking about EV’s EARNING 40% of the market by being superior choices for consumers (like the iPod vs. CD comparison he made), fine. It might be unrealistic, but there is nothing wrong with the goal.
If he believes government mandates and subsidies should be implemented to reach the 40% share, he is a RINO Statist, goon.
Well, duh-uh, you just pass a law and it's there.
A capitalist would say “If electric vehicles are good enough, popular enough and cost effective, they will achieve 40% market penetration by 2020.”.
