Based on what I know about Obama, he's more the latter than the former. But ultimately? He qualifies for both. To which I would add: "dangerous to America's well-being".
WASHINGTON (AP) — The United States has 5,113 nuclear warheads in its stockpile and “several thousand” more retired warheads awaiting the junkpile, the Pentagon said Monday in an unprecedented accounting of a secretive arsenal born in the Cold War and now shrinking rapidly.The Obama administration disclosed the size of its atomic stockpile going back to 1962 as part of a campaign to get other nuclear nations to be more forthcoming, and to improve its bargaining position against the prospect of a nuclear Iran.
“We think it is in our national security interest to be as transparent as we can be about the nuclear program of the United States,” Secretary of State Hillary Rodham Clinton told reporters at the United Nations, where she addressed a conference on containing the spread of atomic weapons.

When you start at the bottom of government I would say that there is less incompetence but as you climb higher and higher up the ladder it comes down to an agenda. In order to swim with the sharks, vipers, and snakes you have to become one of them and the District of Criminals is full of them.
But incompetence is rewarded if you are a strong Leftist and stoop however low to get into positions of more power. Is Obama incompetent on how to run a free enterprise-based economy? Yes. But he would rather replace it with a government-based one has been a part of his agenda since day one.
