Did Intelligence Services Alumni Sabotage the 2010 Delaware campaign of Christine O’Donnell ?

Could the US Senate campaign of Christine O'Donnell have been influenced by mysterious retirees of the intelligence services? Yeah, that sounds strange. And I look upon conspiracy theories with disdain. But hold on a minute. This is an enduring mystery, still unanswered at the end of 2011. There is still no answer to this question.

It started out very simply: David Charles Keegan, Jr., claimed in a sworn affidavit that

(a) he had been the Finance Consultant for the Christine O'Donnell US Senate campaign in 2008, and

(b) in that capacity -- as a Finance Consultant -- he became aware of financial irregularties by Christine O'Donnell. Yet Christine O'Donnell insisted that David Keegan was never a Finance Consultant for her campaign. Her campaign responds that Keegan had nothing to do with the campaign's finances and didn't have access to any such information. In the Summer of 2008, Keegan was allowed to throw together a few fund-raising events like backyard barbecues. Christine's campaign did not have enough money on hand to need a Finance Consultant, didn't want one, and wouldn't have chosen David Keegan for the role anyway. A professional CPA, Timothy Koch, was the Treasurer, and had that end of things covered. An Assistant Treasurer backed up the Treasurer. There never was any Finance Consultant.

Specifically, Keegan claimed to know that Christine O'Donnell used regulated campaign funds for her personal living expenses. A liberal group funded by George Soros filed a cimrinal complaint with the US Attorney in Delaware, and delivered 3,000 petitions asking to have Christine O'Donnell prosecuted and thrown in jail.

Well, it ought to be an easy null hypothesis to test: If Diavd Keegan had experience in some field related to handling or managing finances, then maybe he was involved in the campaign's finances and maybe he could have seen what he claims with regard to the use of campaign funds.

On the other hand, if David Keegan had no background or experience in financial management related work, then he probably wasn't the Finance Consultant -- because he wasn't qualified or knowledgeable in those areas. Therefore, we would be able to test and prove that David Keegan is probably lying. A simple question to explore: Could he have really been the Finance Consultant to a campaign that already had a professional CPA as its Treasurer and an Assistant Treasurer, too.

So it was a simple question: Who is this guy? Is he telling the truth? Specifically, could he know what he claims to know?

In other words.... He claims to know aboubt O'Donnell's finances, because he was the Finance Consultant. So.... is he qualified to be a Finance Consultant? Is there any shred of evidence to suggest he might have been hired for that role? Does he have any training in any related fields? Has he ever done any work as a Finance Consultant before (or since)?

Any good journalist (if there were any left), and any good investigator, would start out with obvious questions: (1) Could the 'source' possibly know what he claims to know? (2) Is the 'source' reliable? (3) Does the 'source' have a motivation to tell something other than the truth?

So, who is he? Is that too much to ask?

Well, turns out he is a ghost.

The source of this firestorm of accusations has no apparent work history, whatsoever, as far as any public inquiry can determine. He has no visible means of support. He does not work. And yet he lives in a huge, upscale McMansion in a fancy neighborhood.

His only college degree that can be found was his 1993 degree in Near Eastern & African Studies from the University of Michigan, earned at the age of 38.

Someone with Finance Consulting experience would have membersihips in professional associations, a presence on the internet promoting his professional career, etc.

Nothing.

Professionally, David Keegan is invisible.

I am told by experts with the necessary skills that David Keegan's entire work history is just missing -- vanished. What should be easy to find, just doesn't exist. (Because David Keegan was an employee of the campaign -- he received a check and 1099 -- this is an employment dispute, making it legal to use the social security number and date of birth he provided as part of his employment. So the records and work history checked, as an authorized purpose in an employment dispute, should have turned up something. They found only a blank.)

It is pretty clear that he was not a Financial Consultant, and that he could not have witnessed what he claims. He started with the campaign in mid-June 2008. (His son Davey, also David Keegan III, volunteered earlier than that.) He left in mid-August 2008. I and I alone (because Cleta Mitchell is not a very good lawyer) noticed that on June 25, 2008, David Keegan Jr. loaned the campaign $2,300, which was paid back on August 4, 2008. So clearly Keegan had great confidence in Christine O'Donnell's financial integrity while he was actually there. But Keegan's accusations are about 2009 and 2010 -- long after he left the campaign!

But we don't know anything about who this guy really is who started this firestorm of accusation, which I believe changed the outcome of the US Senate race in 2010, and kept the Republicans from taking control of the US Senate.

Christine's campaign believes that David Keegan mis-used the campaign email system, being given access to monitor messages needing action, to send a request to the Treasurer for a $1,000 check. He was not supposed to get paid, O'Donnell insists, and doesn't know how or why Treasurer Timothy Koch ended up writing a $1,000 check labeled "Finance Consulting" to David Keegan. The Assistant Treasurer working closely with Keegan doesn't recall him ever being a Finance Consultant or anything like it. She was the Assistant Treasurer, not Keegan.

David Keegan admitted to one reporter that he had worked with the military and that his work was classified. Mutual friends heard rumors that David Keegan had worked at the National Security Agency (NSA), but could not confirm that.

A degree in Near Eastern & African Studies. Not exactly preparation for being a Financial Consultant. But quite relevant to international work in the intelligence community.

When I drove by his house one time to see if he actually went to work, I was four miles away having lunch when David Keegan was able to track my location using my cell phone. He called me up, on his own initiative, and kept me talking (I wanted to let him talk, too). Then he suddenly shows up at the restaurant where I am having lunch. How did he track my cell phone?

It is obvious that David Keegan is retired from whatever mysterious work he had in the past. We are not talking about the actual official intelligence community. But are there people, now in the private sector, who had some agenda to keep the US Senate in Democrat Party control?

I hate conspiracy theories. But I also don't like unanswered questions about things that have changed the course of our country's politics.

I rooted for Christine to defeat the DemocRAT, dufus brain in 2010, but, that ditzy chick (who just endorsed Romney) was a closet RINO all along. No one sabotaged her campaign but her and her fumb duck campaign manager.

Maybe he's kin to the Martins who, back in the 90’s, just happened to have a scanner, just happened to have a tape recorder, and just happened to pick up and record a cell phone conversation between republicans.

This is the closest the author gets to actually proving some sort of connection to the spook world. Somehow this Keegan guy called the author’s cell phone and just showed up at the restaurant without being told where it is? ANd the author, who is meticulous about dates and times doesn’t even mention when it happened? Not even the year? No record of their long discussion, long enough to enable Keegan to get to the restaurant? What was the mysterios Keegan talking about all that time?

I don’t know about the rest of the article but this part is surely made up.

I don’t think that Christine O’Donnell was ever a RINO, or is now. But I think she lost her way by endorsing Mitt Romney. I think her campaign manager, who is Machiavellian in his politics, talked her into it. He hates Newt Gingrich because Newt endorsed Scozzafazza in the NY 23rd special election, where Matt Moran was working for Doug Hoffman. So clipping Newt’s wings while Newt was surging was (I think) the motivation. Also, Mitt Romney was very supportive of Christine O’Donnell in 2010, and Christine has a long memory about things like that. That means a lot to her.

Oh, sorry. I am routinely scolded for being too long-winded.

This incident (the cell phone) was on March 11, 2011, around noon, in Hockessin, Delaware. I visited David Keegan’s house that morning to try to see if he ever went to work or was unemployed — inconsistent with being a professional Finance Consultant. His address is public information.

I got his home address from www.411.com, although it is also listed on the Federal Election Commission campaign finance reports of the campaign — publicly.

Then I parked about 1/2 mile away at the development entrance, and was checking my email — on a wireless internet Verizon modem — when he drove by and asked what I was doing in the neighborhood. I didn’t know who it was, we had never met before, and I just ignored him and blew him off.

I gave up and went to lunch at a cafe with the intriguing name “BREAKFAST LOTTERY” (i.e., both Breakfast and the Lottery) at least 4 miles away (not a straight line) on a completely different main road.

About 30-40 minutes later, David Keegan called me on my phone, berated me for coming by his house, and WAS OBVIOUSLY TRYING TO KEEP ME ON THE PHONE AS LONG AS POSSIBLE. I was, too, because I realized he was likely to say things that would be helpful to what I was trying to find out. I realized he was trying to keep me on the line, but I had my reasons to keep him talking, too.

SO then he showed up at the restaurant with the police and wanted to complain about me coming by his house.

I’m sorry if this sounds like a dumb question - but how did he know you where by his house? Is it a gated community? It just seems weird that he would immediately single you out, bring the police - if you were parked on the street checking email you could have been there for any reason - waiting for a friend, looking up directions... anything.... how did he know you were there seeing if he left for work? To me only someone with a covert NSA type background would even notice someone parked - and then figure out what they were up to.... maybe you are on to something!
