Are these two people the same ??
Lighting can play tricks, but the nose definitely does not match. The placement of the mole does not match either. The mole on the second pic is much closer to his lower lip. The differences are very subtle, but there ARE differences,
Considering that none of the victims saw the shooter.Questions seem to arise.
Was he doing mind altering drugs ?
Was he given mind altering drugs by his university ?Is it the same person ?

In the mug shot, why is he lacking eye lashes? Did he pluck them?
He has dark hair, shouldn’t his eye lashes be visible?
A difference in the focal length of the camera lens and in the distance from the lens to the face will cause some facial features to appear distorted.

Yes. Strabismus is the give away.

The one on the right is definitely the same as the one on the left, but the one on the left is not the same as the one one the right.

the ears and Adam’s apple match - they don’t change with lighting or expression
The Adams apple look the same. Lots can be done to change ones face, but certain things cannot be altered..Someone good at fixing photos could make Helen Thomas look good..(well maybe not good but better)
Largest evidence that they're different guys might be the eye alignment and perhaps the color, though with the lighting, that's actually inconclusive. On the alignment, I know head trauma can affect that, so perhaps could drugs, I suppose.
Given his work for the government, it seems likely they'd previously fingerprinted him. That'd be conclusive, too, and I would think we'd've heard if there was no match there.
All in all, I think there's not enough evidence showing that it's two different people.

I THINK its him. There seems to be a mole between his mouth and chin on his right side in both photos.
But, when you are “crazy” I guess your appearance may look different.
