This appears to correctly state the procedure. The writing is simply to assure that each chamber - which by definition is present, of course, during a Joint Session - thereupon withdraws to consider the identical question.
One of the silly arguments in support of VP Cheney, in his role of President of the Senate, not calling for objections during the 2009 Joint Session as required by 3USC15 was that no written objections were presented prior to the Session.
It will be interesting to see whether Biden calls for an objection and if so, what kind of response we Americans get.

Look, I'm not in any way trying to suggest I'd be happy with a Biden presidency. At the very least, the very least, the country could rest knowing that Article II Section 1 Clause 5 of the Constitution was intact as he meets all of the qualifications it mandates.

Yes, indeed, Lot was without doubt an ethical step above the rest of the population of Sodom and a hospitable man. Abraham, in his pleading discourse with God, refers to Lot as righteous.
Lot’s problem was that he chose to live in a morally corrupt society and tolerated the filth around him. He paid a terrible price. That is why I characterized him as “just a citizen living in the filth.”
It was his uncle, from afar, who pled with God, while Lot seems to have accepted the status quo. He did step up in the case you mentioned, but when we first see him, he’s sitting at the gate of the Sodom with the city elders.
I find one solace in the story of Sodom: Jehovah’s recognition of the remnant of the righteous. That indicates that He may be willing to bear with us a while longer.
I have no regard for Biden.
However, Biden and Obama are but one bit of the problem.
The bigger issue is those who surround them. Barry0 is neither the brains nor the force behind the evil we are experiencing.
