It could be like the former Red Army where the award of a higher medal authorized the recipient to wear every medal of lesser significance.

That’s like if a U.S. soldier with no previous awards distinguished himself in combat & was awarded the Medal of Honor, that he could then wear the DSC, Silver Star, Bronze Star, etc.

The advantage these Nork generals have is that they’ll never get ambushed by Candy Crowley or Anderson Cooper.
