Someone else has already pointed out that the photo was taken from across the oval office and that is the way the emblem appears to anyone facing the president’s desk.

Well, the Whitehouse twitter account still has, as of 10:30 on Sunday evening, an upside-down eagle as its background image. I will grant them, as an early excuse, that it “could” be a photo of the WH ceiling embossed emblem taken from a deliberately “backwards angle” so the eagle is upside dowm, but - regardless, the eagle is upside down in twitter.

Looking at the whole thing, could it be the ceiling of the Oval office, and it would look upside down from that perspective? Next time I’m there I’ll have to look.
