Vanity: Need advice for best state

Due to health considerations, I have been unable to travel for some time. However, doctors have now given tentative approval for limited travel for a few days. This may be the last chance I have to do so before declining health no longer allows that, so I am thinking of visiting with BIL's family in Vermont, with perhaps one or two short stops to visit other family members on the way back. I am looking for recommendations for the following needs:

1. A State where the Driver's Licence requirements are not unduly onerous since I have only a limited time and can not travel very far. By the time I travel in the spring (April or thereabouts) the licence I had in the past will have expired. California has tightened up its requirements (unless you are an Illegal, apparantly) and is now demanding a Birth Certificate and one more form of ID such as a valid SSN and proof of residence. My BC was recorded on paper records which no longer exist, so now Cali wants a Passport at least. Which brings up more problems such as around 400 dollars US for the fees and a several months long wait for processing. A State which will accept the old DL info by checking the Licence database for Cali (which the LEOs all use routinely when they run a check) with minimal processing time would be ideal.

2. A State where the firearms purchasing requirements are also fairly easy (see above limitations) and registration is not ridiculous. I am beyond tired of attempting to purchase a firearm and having dealers flat out refuse when they find out I am from California. Plus, the new laws demanding the registration of all long-arms including all rifles and shotguns are outrageous, on top of which the mandatory ten-day 'wait' period before you can pick up your purchase is asinine.

3. Longer term; which State has the least Property Taxes should I find it necessary to permanently relocate? The southern and border states are out, unfortunately, since this medical condition is sensitive to high temps with the accompanying high humidity. Power goes out and the AC is off for long, I will wind up in the ER again which is never a fun prospect.

Why do you rate being required to provide, again, that which you already orovided?

From what I remember, when I went in the DL had already expired (I apparently went in on the day or very soon after it expired) and was no longer valid, therefore I had to apply for a new one. They first asked if I had the old license, which I dutifully handed over, then they in return handed over a form to fill out and told Me I would need a BC along with the properly filled-out form for a new license.

Why would I need a BC? Because the old license was expired and I had to apply for a new one.

"What? Why do I have to provide a birth certificate when I already had a driver's license issued from way back then?"

"The laws have changed. You have to provide CURRENT proof of identity before you can be issued a new license."

"But I already proved who I am -you just now took the license."

"It's expired."

"But it proves who I am!"

"It's expired. It's no longer valid."

"But you can verify just by the picture!"

"It's an expired license, which means it is no longer valid to use."

"What about a simple ID then?"

"It's expired, which means you can no longer use it for driving or identification purposes. You can apply for a California ID, but you still need a birth certificate, passport, or other form of ID before we can issue you one. However, it is the holidays so our system will probably not be completely updated until the holidays are past, so you should probably get your documentation in here as soon as they are over."

"Then just give the old one back until then."

"It's expired, and no longer valid."

...

I walked out before I got into much more trouble than I thought would be healthy... !

— if you still have a valid license, it is quite likely they will just send you a form where you can renew your license via mail, a couple of months prior to expiration of your previous license, you send in the form and the fee and they mail you the driver’s license.

It had already expired by the time I went in to get it renewed, so I had to apply for a new one. See post in #41...

In that case N California is still your best bet for the climate you need.

Climate, yes, most probably. The ability to purchase firearms? No. See previous about dealers refusing to sell to Californians, not to mention mandatory registration along with a 'wait period'. However, I am not a convicted felon so that is a plus. So far...

Find any old school, church, or hospital records, and get them certified — any “public records”. Find any people that were around when you were born and remember, and get their affidavits. Whoever makes decisions will put a lot of weight on how much effort you have applied. Even records and affidavits that aren’t technically good enough will bear weight.

Thank you very much for the suggestions. Without going into too much detail, I was born out of wedlock and the parents separated soon after. Back in those days, that was a sin and mum had to move out of the area... let's just say that the father's side of the family was not exactly inclined to admit the existance of an illegitimate offspring back then.

Further, proving the existance of someone from that time, with records that were lost years ago (county courthouses in that area were commonly made of wood from years before, sadly) is not going to be easy, and even affidavits from people I knew from years past are generally not accepted at the local DMV for identification purposes. I've tried several other ways in the past for different purposes to no avail.

Oh, I should add: if I am going to be required to apply for a new DL, I might as well do it in a state that will no longer have Firearms Dealers refusing to sell because of where I live. I might as well change residences now while I am required to undergo the documentation challenges, and physically relocate if these ridiculous “registration” requirements are not immediately repealed as invalid law.

Are you saying that your Birth Certificate was never registered at the county court house or at the hospital ?

Can you be more specific on medical conditions?

My first thoughts are always stay within a tank of gas to relatives.
Other than that for dry climate, I suggest higher altitudes in Texas probably in the pan handle, or the Rockies close to Santa Fe, NM, but I don't know about their taxes in NM.
Next would be the Appalachian Trail and high altitudes, maybe Hancock, WV, or close to the Appalachian Trail in West Virginia at Harpers Ferry.

At worst, if they won't accept your alternative documents...

The 'alternative documents' were a problem in the recent past, but I managed to circumvent some problems with some lower-level agencies with two important facts:

First, the VA card can not be issued to anyone who was not in the military, therefore it is not a Civilian ID card but a Military ID card, issued by a legal Federal Agency. Active Duty or Inactive, it is still a valid Military ID.

Second, the International Motorist's Certification photo ID has no expiration date on it -because one could not be legally established for it. Different countries have different times between when their nation's licenses must be renewed. Three, Four, Seven years -all countries had their own standards. All your Certification established was that you had met the minimum standards established between nations to recognize the basic traffic laws and signs for the signatory nations. You would at the most be required to pass a 'brush-up' exam now and then, however, depending upon the time frame involved.

Individually, I do not know if the entire Manson family were a bunch of natural born killers. Having said that, as remote as their release may be, they have parole hearings, so they don't want to screw up. They had a big riot at Norco in 2010.

I was born by a midwife, and mum had to be driven to the hospital (not certain how much later) to substantiate it, then over to the county 'hall of records' or 'clerk' or whatever they had back then. She is not too sure these days, not that I blame her considering her age and the circumstances back then. The old county records-keeping place is long gone, and I was recorded along with the weight at the time and general description, and applying for the required SSN by mum and the nearest male family relative or male close friend who would affirm by signature that it was indeed I that had been born, signed at the old hospital then.

How different things are today, eh?

I saw Ms Atkins in the mid 90’s. She died in 2009 up at CCWF. I understand there are still 2 Manson women at CIW. I missed the riot at CRC as I had transferred to the CA Youth Authority at Chino in ‘98 and retired from state service in 2010. CRC was and still is a dump....at least until it closes in 2016.

Yes. The Neurologists have detected that the EEGs clearly show an abnormality in neuron activity in a certain part of the brain occurring, which brings on the seizures so I have to keep on taking the anti-seizure meds to prevent them as much as possible.

You have no idea. Technically they were correct: the old CDL was no longer a Currently Valid ID or Driver's License.

What I found most infuriating was the fact that they still accepted that it was indeed I there and kept saying "Mr.(name)" throughout the entire time.

Just could not "legally" issue a new DL or ID. Clymers.

Yes I have, actually. High Desert is still "Desert", despite the colder temps. I do not do at all well in desert country.
