Why has California chosen water shortages over desalination?
Israel has made the choice to turn its water shortages into surpluses by building lots of desalination plants. Desalination costs less than 40 cents per cubic meter, which is less than 1/6 penny per gallon. It’s so cheap that in addition to using desalinized water for residential uses, Israel also uses it for agriculture.
Meanwhile, California has chosen to have water shortages instead of building enough desalination plants.
Why did California make this choice?

simple explanation....plants require enormous amounts of fossil fuel electrical power, or N-power generated electrical power....none of which is available

California has so much oil that it naturally seeps into the ocean.

It’s because California has become a cash cow for politicians, unions, teachers, public sector workers that the rest of the state producers don’t matter. This includes agriculture, manufacturing and to some degree the media industry.
Gone are the days when a Molhulland can envision and implement a water rerouting that Los Angeles depends on to this day. Even Jerry Brown senior built a canal from north to south.
Instead, the infrastructure projects are throwbacks to the 19th century, complete waste of money (i.e. bullet train no faster than an 1870 steam locomotive).

The enviro whackos are preaching that it will increase the salinity of the ocean and kill their precious fish and sea life.
After years of fighting in the courts they are building a plant in Carlsbad, CA but it will be years before it will be in operation
