Where Reagan went astray here is to assume that anyone is "good." We are all sinners. There is none of us good, except for one. We all need laws, some more than others. If anybody claims to be "good," he is a fool or a liar. Watch out for him/her. In fact, watch out for yourself.
Jesus summed this up in a nutshell, warning a fawning admirer:
"And he said unto him, Why callest thou me good? there is none good but one, that is, God: but if thou wilt enter into life, keep the commandments" (Mat 19:17 AV).
The commandments are law. To God, all humans are born criminals. That's why He sent Jesus, to rescue us from our crimes. And we all do them, even by not doing something we ought to.
Reagan was wrong. We all do need laws to define goodness, and mark that which is evil. He also needed to be subject to the law, else he would not have been an effective President.
Barack Hussein Obama clearly does not consider himself subject to the law, nor of social mores, and neither are his sycophants.

No one is good in the sense that Jesus spoke, he said only God is good, but in the secular sense Reagan was thought of as a good man even among many democrats.
We did not have to worry about what abomination he was going to come up with next.
On the other hand people like Obama will find a way around the law.
The first secular law is the Constitution in the U.S and any other law must be in accordance with the first, but that does not stop Obama from going around it because he is a bad man.
Secular laws do not define goodness, they only define what is legal, remember the things Jesus told the scribes and pharisees, they were law, law and more law.

I’d say when men deceive themselves it seems like some kind of spell. When good men are deceived but then realize it there can be a whole world of trouble.

I'm not sure whose points are simplistic here, but you certainly are self-assured.
I think that the idea is that God is perfect,:jesus is perfectly sinless. We are not.
Christians can sin and still be saved. Non-Christians could be saved if they were perfectly sinless, but they cannot achieve this.
No one disputes the importance of “doing good”, even of “being good” by man’s standards. God’s standards are harder to meet. The “hair” is a pretty substantial one.
However, you are right in that good behavior is need, and that good can be done in this world. Just not by liberals. :)
