Why did the author put scare quotes around “intellectual property”? Is he suggesting it has no real value and this is much ado about nothing?

Weird.

The article says, “The indictment lists the purposes of the “scheme” as being “to provide the FZU with technical training, scientific expertise, and research capacity,” “to obtain funds to which he was not legitimately entitled...”

Of that he received... “According to the indictment, Tao obtained federal funds to which he was not entitled throughout the course of his alleged fraud. He received “benefits of $10,000 under federal grants sponsored by the National Science Foundation, U.S. Department of Energy, and other federal departments and agencies, embezzled, stole, and obtained by fraud, property worth at least $5,000.”

Should be a mandatory minimum sentence of 99 years with no chance of early release.

Isn’t this why all foreign students come to study in the US and later get jobs in sensitive industries?

How many are actually spies for the Communist Chinese government?

Most are spies. Part of their agreement with the Chicoms to study abroad. Few are strictly students. They are then encouraged to burrow deep in universities and corporate world to steal what can be stolen.

Our feds are near oblivious, as are the universities. Too much money I suppose. You have to look hard on the net to find the convictions. Rarely does it make the news for some unknown reason. Why this one is newsworthy??

I’m sure that you could select any KU professor at random and discover that he/she/it is a communist spy, or at least a wannabe spy. What is surprising is that he got caught.

How do you think the chicoms got so much technology so fast? by stealing it from us. Another country that stole intellectual property big time: india.
