I wonder if this is a contingency for Mexico erupting into civil war and an influx of refugees.

I had a friend take a look at it and it doesn’t seem sinister on its face.

Yes. Not sinister on its face. However, note that this is part of emergency powers under FEMA, which place the US in (effective) total control of the Executive branch, specifically the WH.

And check out DOD directive 14041...issued on January 23rd....

SUBJECT: DoD Civilian Expeditionary Workforce References: See Enclosure 1

1. PURPOSE. This Directive:

I recall (details escape me momentarily) the German parliament knowingly & willfully voted wholesale powers to the Kaiser under certain conditions, which were promptly induced. The result was bad, to put it mildly.

Nice touch - not sinister my @ss!

(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure--

(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;

(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;

(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and

(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.

And what exactly are "other appropriate needs"?????
