The reason why she is speaking to the Department of Commerce is because she is telling them what it takes to be the person of the week.

I was once person of the week, when I was in 3rd grade.

This might be the nicest dress on her ever. I like the simplicity of the line and the 3/4 sleeves. For once she is dressing appropiately for the weather. The buttons add nice detail and break up her long torso much better than a high belt.
