Not to give anybody ideas, but a pencil or pen can most definitely be a deadly weapon.
Place pencil over the subject’s eye, hit the eraser really hard with the heel of your hand or some heavy object.
It’s what I was going to try if hijacked after 9/11.
Only challenge is that your subject is not likely to hold still while you get set up. :)

They won’t be allowed to bring knives and guns to school, either. Those will also be provided to those who want them.

Why on Earth would anyone want to "get used to it"? I want to take it back, and reintroduce common sense, morality, courtesy, decency, sanity, entrepreneurial spirit, love of country, and creative problem solving, in no particular order. Let's get busy...we have a lot of work to do!

Are they going to sweep the school grounds and all surrounding areas (five mile radius? ten miles?) to clear all rocks, stones and other dangerous objects from the reach of “the children”?

The government schools there are a reflection of the populace. Let them all do whatever the hell they want with their homocentric agenda and their dangerous and irrational political correctness. Who cares? Normal humans will get out of that place and find somewhere decent to raise a family.
Personally, I think it’s a good idea to have an east coast version of San Fransicko to serve as a magnet for society’s sodomites, goofballs, and parasites. ... Keeps them all concentrated in one area and away from normal society and my kids.

Collectivist government schools are prisons. Let's just be frank and use the word that fits: PRISON.
Maybe they could alleviate the pencil and paper problem by giving kids switchblades and k-bars to carve their notes on the newly-removed doors? That should work...
