Of cause the canard layout has some front RCS penalty, but due to the abense of the tail wings, there is also advantage of saving RCS elsewhere.

Canard layout can make the fighter being extremely agile, combining this with the long leading edge installed on that Chinese fighter, the fighter is most likely to be far agile than F-22.

For a stealth fighter vs stealth fighter style air-combat, the air-combat is most likely take place at close range(dog-fight), thats the point why it is estential for a 5th generation fighter to be extrmely agile, thats why they pick canard layout.
