A bi-tonal (black and white, with no gray) docoment of a given resolution will take much less storage space than a color or grayscale document of that resolution. A color document of lower resolution will take much less space than one of higher resolution. It appears that the posted PDF was produced by a program which would identify the parts that could be best represented as a bi-tonal image, and store those parts using a higher resolution than the other parts. The result would be a document that would have much higher quality than a simple lo-res color scan, without being too much larger. Useless for any sort of forensic analysis, but not suspicious beyond that. Given that the government is now affirming the supplied documents as genuine, the issue of Obama's birth location appears settled.
Yes, and if we let this stand, we throw out the Constitution. Hopefully Trump will now pursue the real issue. He seems to be the only one with the orbs to do so and Obama’s ridicule may just raise his ire to a point he hadn’t even contemplated.

It's really not hard to imagine practices that could result in slightly skewed sequences. The sequence numbers look pre-printed. It would not seem all that surprising for the hospital to have more than one supply of blank forms (e.g. if there were two or more birthing rooms, each might keep a few on hand). I don't know enough about how things were done to know whether there's any microscopic meaning to sequence numbers.
Another possibility: this may be an inside job by someone in the intelligence community. I don't think there's much love lost between Obama and that group.
