They aren’t secret, but what you have to go through to decipher them is mind boggling. I have done it with several and it will amaze you that in some of these things, merely the change of ONE word or ONE punctuation mark in some obscure line from way back in time, changes EVERYTHING.

Many of the EO’s are classified top secret and such. The unclassified ones can be published and others need a court order to get them. There are a lot of EO’s that are too highly classified to be released.

who holds the record for the most issued? Wikipedia has a chart listing the number of EOs by each President and summarizing the major ones. If I am reading the chart corectly, FDR holds the record, having issued about 3,500. According to that same chart, Obama has issued only 73 so far.
