Good news: If you cant pay the fare on SEPTA buses or trolleys, operators will let you ride for free. But if you abuse the courtesy, expect a butt whooping, SEPTA said.
The new rule, which tells drivers to document the time and date of the missed fare, is meant to cut down on operator assaults, SEPTA spokeswoman Jerri Williams said.

Much easier (less expensive) to not pay medical bills and work comp to SEPTA drivers than the missing fares.
Yeah, heaven forbid that Mayor Nutter actually enforces the law and stuff. And/or arms the bus drivers . . .

Using your ‘example’ then I guess a liquor store owner should start giving away free booze to those that can’t afford it so they won’t rob the place.
Pulling up to an intersection if someone approaches you in a threatening manner, just give your keys to him so he doesn’t whupp up long side yo head.

Better idea.
Put plain clothes security on the bus, much like NYC does with taxi drivers.
After a few ‘future felons’ get offed, the rest go ‘back to the drawing board’ and find another target.
Wouldn’t surprise me liquor stores, corner grocery stores or Chinese takeouts in Philly paying ‘protectin fees’.

Lastly, the socialists from SE (Philadelphia, Delaware, Montgomery, Bucks and Chester counties) cough up an amazing $11.6 million. That's 96.3% or $299.9 million from those that do no use SEPTA and only 3.7% or $11.6 million from those that use SEPTA.
Message to people using SEPTA: keep your hands out of my pocket and pay your own F'n way. Yous guys got it?
Yes. Taxpayers usually picked up the tab.
I have yet to see some outrage....
