Here's an update.
I went to see the neighbor to my right as soon as she came home tonight (she and her husband have the young children). She told me the pit bull across the street had already chased her children inside and she was afraid for them.
I spoke with my neighbors across the street (who live next to the pit bull) and they (two older gay guys) said the dog had been aggressive toward them and in fact told me the owner of the pit bull had told them that the bull had actually picked up the little boy living in the house to my right.
Apparently the pit bull is chained to a post in the back yard of its owner (violation of local ordinance) and, get this, its owner has just purchased 2 pit bull puppies (females) with which to bred said dog.
Next I will learn that Obama is involved and Al Sharpton is concerned that the subject pit bull is being profiled and discriminated against.;-)
With full neighborhood support, I will call Animal Control in the morning and get the ball rolling.
Please let us know the exact words you exchanged with the dog’s owners when you discussed this problem with them.

Take every step needed to legally remove these dogs from the area. Learn the consequences, if any, if you were to need to shoot one. At minimum, carry OC spray and a firearm if possible.
Your update sounds worse than I thought. Have your neighbors call and complain as well. There is more power in numbers than one person calling with a complaint. Secondly, chaining an animal is cruel IMHO. No wonder the dog is aggressive if he has been chained up all his life. Any dog or breed will become aggressive if it isn’t allowed to socialize and become part of the family. Thirdly.. the purchasing of two females to breed. Well, that is being done for only two reasons that I see: to sell the puppies or your ex-con neighbor has fantasies of becoming Michael Vick. Either way... if they treat the first dog in this manner, I don’t have high hopes for any other dog they raise. Good luck on this one, RR!
