Qatar has issued a decree advising tourists that leggings are not considered pants and are not modest enough to wear in public.
Leggings have been singled out in pamphlets distributed by the Gulf state as inappropriate attire for tourists in the notoriously strict Islamic country.
The Reflect Your Respect campaign, launched by the Qatar Islamic Cultural Center, has listed some advice and tips for tourists on how to dress modestly in preparation for the 2022 Football World Cup it is hosting. Mail on Facebook

I had leggings in gray, black, and brown this winter, so I could wear the gray skirt, the black skirt, and the brown dress without freezing my knees. I could even wear them under my Scout uniform pants. A brilliant invention!
Yes, and worn in that way, they are modest, too.
One evening I came home from Cub Scouts, hung up my uniform pants and shirt, and went downstairs in the leggings and long sleeve t-shirt I’d been wearing underneath. The girls squealed, “Oooh, you’re wearing leggings!” as if I’d had on fishnet hose and a bustier. Weird.
LOL! I think that they look cute when worn with a long tunic top or a dress or skirt that is a bit above the knee. A younger person may look fine in something shorter.

I had a ... nether garment ... in black velour that I wore with a long blouse. I’m not sure if they were labelled “leggings” or “pants,” but they were too thick to be comfortable under a long skirt or dress.
I saw some tasteful outfits of skirts and leggings or skirts and tights during the winter. Thick knit tights were in fashion a few years ago, but they’re itchy and prone to static cling. The cotton-blend leggings from Hanes work better.
I just ordered some leggings. They’re a thin cotton & spandex blend, I believe. They were on clearance, and I’m not sure what I’m going to do with them, but I can see myself wearing more skirts in the future. This is a good time of year to pick up some inexpensive additions to the wardrobe, and maybe take some fashion chances.
I take fashion chances at The Salvation Army on half-price day ;-).
